Cursor is an editor. Maxim is a governance layer for whatever editor you use.
Both cost $20/month range. Both run on top of Anthropic models. Different product shapes.
For: engineers evaluating AI-assisted development tools
Cursor is a code editor with AI superpowers. Claude Code is a CLI with AI superpowers. Maxim is a governance plugin that installs inside Claude Code and layers behavioral science, compliance enforcement, and session memory onto whatever you do there.
This comparison is less 'which one should I use' and more 'which one does what.' You can run Maxim on top of Claude Code for governance. You can use Cursor for the editor UX. Many operators do both.

Verdict
If your primary job is writing code in an editor, Cursor is the better editor. If your job includes writing regulatory copy, brand voice, compliance review, and architecture decisions — and you want those outputs governed the same way your code is governed — add Maxim.
